Russia’s travel ban against EU officials sparks fury

(CNN)Russia’s travel ban against 89 European politicians and military leaders from 17 countries has sparked an angry reaction from the EU.

“We consider this measure as totally arbitrary and unjustified, especially in the absence of any further clarification and transparency,” an EU spokesperson said in a statement.

A UK Foreign Office spokeswoman told CNN, “There is absolutely no justification for this list. And the Russian authorities have not provided any legal basis for the list or for the names on it.

“If Russia thinks this action will cause the EU to change its position on sanctions, it is wrong. The way for Russia to get the sanctions lifted is to remove its troops from Ukraine and comply with its obligations under the Minsk agreements. The EU and member states are urgently seeking more transparency from the Russian authorities for this move,” she added.

An unnamed, high-ranking official at the Russian Foreign Ministry reportedly told Tass, the Russian news agency, that the ministry does not wish to respond.

“We would like to refrain from comments on names of the people who were barred from entering the Russian Federation, although (their surnames) appeared in some media outlets. At the same time, we confirm that similar lists have been handed to our European partners.”

He also suggested that the publication of some of the names on the list may have made matters worse, as they “were handed to our European partners as a gesture of trust and their publication may weigh on the conscience of corresponding sides.

“Just one thing remains unclear,” he added. “Did our European co-workers want these lists to minimise inconveniences for potential ‘denied persons’ or to stage another political show?”

The official also said that the list is a direct response to EU sanctions on Russia.

“An answer to some European countries demanding to explain why these names have been put on the lists of persons banned from entering Russia is quite simple: this was done as a response to a sanctions campaign unleashed against Russia by some Germany-led countries of the European Union.”

Although certain U.S. names are on the list, he said, “it should be mentioned that in this case our American partners act more constructively than the European ones.”

Western sanctions on Russia have hit the country hard. Sanctions imposed over Moscow’s annexation of Crimea and support for separatist rebels in eastern Ukraine cost Russia $26.7 billion in 2014, and the figure could rise to $80 billion this year, Russian Prime Minister Dmitry Medvedev said in April.

Martin Schulz, president of the European Parliament, accused Russia of not being transparent: “Despite my numerous previous official requests to the Russian authorities to make the blacklist public and communicate the clear reasons why each individual has been included there, our Members have been repeatedly stopped at the border and the European Parliament has not been officially notified which of its Members are being targeted by the sanctions,” he said in a statement.

He concluded that he would “speak to Russia’s Ambassador to the EU” on Monday and take matters further, if necessary.

The list allegedly includes former British Deputy Prime Minister Nick Clegg.

“Nick Clegg played a leading role in the last government against Russian aggression in Ukraine,” a Liberal Democrat spokesperson told CNN. “We can safely assume that Nick being banned from Russia is a reaction against this. Nick remains a fierce and vocal critic of Vladimir Putin and his regime.”

Belgian politician Mark Demesmaeker tweeted his reaction to apparently seeing his name on the list: “Putin puts me on his black list. Not welcome in Russia. Too much honour for me, Mr Putin!”

Ukraine’s ambassador to the Republic of Latvia, Yevgen Perebyinis, also tweeted a sarcastic response: “#Russia’s “black list” of EU politicans is the list of most devoted friends of #Ukraine. Honoured to see 5 Latvians among them. Thank you!”

Gunnar Hokmark, a Swedish member of the European Parliament, tweeted his thoughts on a more serious, underlying issue: “Worth to note the Putinregime fears dialogue and freedom of speech, the #Blacklist is not a show of strength but of weakness, #Russia.”

US police kill more than two a day

US police have killed people at a rate of more than two per day this year, a level far higher than typical US federal counts, the Washington Post reported yesterday.

The newspaper is tracking such killings across the US because local police departments are not required to file reports to the federal government, meaning that nationwide statistics are incomplete or unavailable. The Post found that so far this year, at least 385 people have been shot and killed by police officers across the US — a rate of more than two per day. The rate is far higher than that tallied over the past decade by the federal government, which must rely on partial data because of the voluntary reporting requirements.

The Post found that many of the killings stemmed from minor interactions between police officers and community members that escalated into sudden violence. In one case, for instance, police in the Florida city of Miami Gardens killed a schizophrenic man who was waving a broomstick.

His mother had called police because she could not persuade him to come in from the cold.

The Post said that most of the people killed this year were “armed with potentially lethal objects,” mainly guns, but also knives and other items.

Sixteen percent were carrying a toy or were unarmed.

The tally comes as a national debate is taking place about the level at which police use deadly violence, especially in black and Latino communities.

One of the most prominent recent cases to fuel the debate is that of Michael Brown, an 18-year-old who was fatally shot last year in Ferguson, Missouri.

The death and subsequent lack of legal action against the police officer who shot him prompted widespread riots in the St Louis suburb and elsewhere.

In Baltimore last month, riots broke out following protests over the death of Freddie Gray, 25, who died from injuries sustained in the back of a police van.

The Post found that overall, black people were killed at three times the rate of other minorities or white people in the police killings it analyzed this year.

 

John Kerry rentre aux États-Unis après un accident de vélo en Haute-Savoie

Le secrétaire d’État américain John Kerry s’est cassé le fémur lors d’un accident de vélo dimanche à la frontière suisse, en Haute-Savoie. Attendu à Madrid, le chef de la diplomatie américaine rentre finalement aux États-Unis.

Le secrétaire d’État américain John Kerry s’est brisé le fémur lors d’un accident de vélo survenu près de Scionzier, en Haute-Savoie, à proximité de la frontière franco-suisse. Évacué par hélicoptère vers Genève où il a subi des examens, le chef de la diplomatie américaine, âgé de 71 ans, s’apprête à regagner les États-Unis.

“Il sera de retour à Boston aujourd’hui pour se faire soigner à l’Hôpital général du Massachusetts”, a indiqué le porte-parole du département d’État John Kirby.

L’accident a eu lieu dimanche 31 mai vers 9h40, près de la commune de Scionzier, a précisé John Kirby, sans donner de détails sur les ciconstances de l’accident. “On sait qu’il est tombé dans un virage et qu’il s’est cassé le col du fémur de la jambe droite”, a ajouté de son côté Catherine Fiankan-Bokonga, la correspondante de France 24 en Suisse. Mais le patron de la diplomatie américaine n’a pas perdu connaissance.

John Kerry, qui aura 72 ans en décembre, est un grand sportif qui a l’habitude de faire du vélo lors de ses très nombreuses tournées en Europe.

Il était à Genève depuis vendredi pour des entretiens avec son homologue iranien Mohammad Javad Zarif et devait se rendre à Madrid en fin d’après-midi ce dimanche.

 

Beau Biden Dies of Brain Cancer, Family Says

Beau Biden, the son of Vice President Joe Biden, has died of brain cancer, the family said. He was 46.

“It is with broken hearts that Hallie, Hunter, Ashley, Jill and I announce the passing of our husband, brother and son, Beau, after he battled brain cancer with the same integrity, courage and strength he demonstrated every day of his life,” the vice president said Saturday night.

“The entire Biden family is saddened beyond words. We know that Beau’s spirit will live on in all of us — especially through his brave wife, Hallie, and two remarkable children, Natalie and Hunter,” he added.

Beau Biden, who had been considering a run for governor in Delaware, was undergoing treatment at Walter Reed National Military Medical Center.

“Beau’s life was defined by service to others. As a young lawyer, he worked to establish the rule of law in war-torn Kosovo. A major in the Delaware National Guard, he was an Iraq War veteran and was awarded the Bronze Star. As Delaware’s Attorney General, he fought for the powerless and made it his mission to protect children from abuse,” the vice president said.

“More than his professional accomplishments, Beau measured himself as a husband, father, son and brother. His absolute honor made him a role model for our family. Beau embodied my father’s saying that a parent knows success when his child turns out better than he did,” Biden said.

“In the words of the Biden family: Beau Biden was, quite simply, the finest man any of us have ever known,” he said.

President Obama said he and first lady Michelle were also grieving Biden’s death.

“Beau took after Joe. He studied the law, like his dad, even choosing the same law school,” Obama said. “He chased a life of public service, like his dad, serving in Iraq and as Delaware’s Attorney General. Like his dad, Beau was a good, big-hearted, devoutly Catholic and deeply faithful man, who made a difference in the lives of all he touched — and he lives on in their hearts.

Beau Biden, the eldest of Joe Biden’s sons, sought medical treatment at a Houston cancer center in 2013 after feeling “weak and disoriented.” At the time, the vice president and White House refused to discuss his condition, but doctors later said Biden had undergone surgery to remove a small lesion from his brain. He also suffered a mild stroke in 2010.

After the surgery he underwent a normal course of treatment of radiation and chemotherapy, and was given a clean bill of health by his doctor in November 2013.

This spring, however, Biden suffered a recurrence and immediately sought aggressive treatment. He was admitted to Walter Reed earlier this month.

Beau Biden formerly served as attorney general of Delaware. He is survived by his wife Hallie and children Natalie and Hunter.

In 1973, he and his brother Hunter survived a car accident that took the lives of his mother, Neilia, and younger sister Naomi.

China, U.S. tone down rhetoric but far from South China Sea solution

After a months-long row over Beijing’s island-building in the South China Sea, the United States and China were relatively restrained at Asia’s top security forum this weekend, but no closer to any solution.

U.S. Defense Secretary Ash Carter told the Shangri-La Dialogue in Singapore that China was threatening security in the region with its maritime construction work, but acknowledged other claimant countries to the disputed sea were also at fault.

“There’s no progress in the South China Sea (dispute), but the atmosphere has calmed a bit, thanks to reasonable consideration by all parties,” said Major General Jin Yinan of China’s National Defense University, a delegate at the conference. “The U.S. has adjusted its stance a little.”

Admiral Sun Jianguo, a deputy chief of staff of the People’s Liberation Army who headed the Chinese delegation, refrained from singling out the United States for criticism in his address and emphasized China’s commitment to peaceful relations.

“China has always kept in mind the larger interests of maritime security,” Sun said, reiterating that his country’s “indisputable” claims over the waters were based on legal and historical evidence.

Nevertheless, Washington is under huge pressure to respond forcefully to the Chinese land reclamation, with Republican Senator John McCain, one of the participants at the dialogue, suggesting that U.S. ships and aircraft ignore the 12-nautical mile zone around the artificial islands.

“If we respected a 12-mile zone, then we would be making a mistake of enormous proportions because that would be de facto recognition of Chinese sovereignty,” said McCain, the chairman of the Senate Armed Services Committee.

If U.S. vessels enter the zone, tensions would escalate sharply and there is no saying how Chinese forces based there would respond.

“If you look at the rhetoric, they are going to fight back,” said Jia Qingguo, Dean of the School of International Studies at Peking University. “If you look at their interests, they may opt for rhetoric instead of action. But here the danger is of an accident-led conflict.”

Admiral Harry Harris, newly appointed chief of the U.S. Pacific Command, told reporters his forces would continue to operate in the region “without limitation and in accordance with international law.”

But he also said he wanted increased military-to-military ties with China, including the U.S.-led Rim of the Pacific (RIMPAC) joint naval exercises in 2016.

McCain and other critics of the administration have said China should be barred from RIMPAC to show U.S. disapproval of its actions.

AIR DEFENSE ZONE PROSPECTS

China also signaled it was not considering declaring an Air Defense Identification Zone (ADIZ), which requires overflying aircraft to identify themselves, around the disputed islands anytime soon.

Such a move, which some U.S. military experts have seen as increasingly likely, would be viewed as provocative by Washington.

Sun said a decision on an ADIZ would be taken after an assessment of the security situation and taking “extensive factors” into consideration.

Jin, the major general, told Reuters Beijing was not planning such a move, although he added: “It’s not a permanent promise, it’s just China is not considering it at the moment.”

Other countries participating in the dialogue warned the row could spiral out of control and called for responsible action.

Washington wants more Asian countries, including those from the Association of Southeast Asian Nations (ASEAN), to be more assertive against what it sees as Chinese expansionism.

But even Vietnam, which claims islands in the area where China is doing the reclamation work, said the major powers should have good relations with each other, otherwise smaller nations would suffer.

“No country in the region wants to choose between China and the United States,” said Bonnie Glaser, a senior adviser at the Washington-based Center for Strategic and International Studies.

“If the United States is too tough on China, then we run the risk of losing some of the members, especially ASEAN.”

وكشف الجبير عن الجهود المبذولة لاستئناف المفاوضات السياسية في اليمن، مؤكدا دعم بلاده لأي جهود لتخفيف معاناة الشعب اليمني، ولافتا كذلك إلى أن “الجميع متفقون على أن لا دور للأسد في مستقبل سوريا”

ويرى الجبير أن إيران الدولة الوحيدة التي تتدخل في شؤون المنطقة، قائلا “لن نقف مكتوفي الأيدي أمام تدخلات إيران في المنطقة”، متهما طهران بدعم الإرهاب في المنطقة

بدوره قال شكري إن مصر جزء من تحالف دعم الشرعية في اليمن، مشيرا إلى أنه بحث مع نظيره السعودي الأوضاع في العراق وتفشي الإرهاب، إضافة إلى مسألة دعم المعارضة السورية

وصرح وزير الخارجية المصري أن مواقف مصر والسعودية متطابقة بخصوص سوريا واليمن، مبرزا أن التنسيق بين القاهرة والرياض مستمر بخصوص الأزمة في كل من دمشق وصنعاء

وأفاد سامح شكري أن مصر والسعودية تسعيان لتنفيذ قرار مجلس الأمن الدولي رقم 2216 بشأن اليمن

وشدد الوزير المصري على أن أي محاولة لفرض نفوذ على الأمة العربية مرفوض، مؤكدا الاستعداد الكامل لحماية الأمن القومي العربي من أي طرف يزعزع الاستقرار، كما دان شكري التفجيرات الإرهابية التي تعرضت لها السعودية

ووصل وزير الخارجية السعودي عادل الجبير صباح الأحد 31 مايو/أيار إلى العاصمة المصرية القاهرة، في زيارة قصيرة يلتقي خلالها الرئيس المصري عبدالفتاح السيسي ووزير الخارجية سامح شكري

وهذه هي الزيارة الأولى التي يقوم بها الجبير إلى القاهرة منذ تعيينه وزيرا للخارجية خلفا للأمير سعود الفيصل

ووفقا لمصادر دبلوماسية شاركت في استقبال الدبلوماسي السعودي، فإن السيسي سيستقبل عادل الجبير

يذكر أن سامح شكري سيفتتح الأحد دورة الأمم المتحدة لقادة مهام حفظ السلام، والتي تعقد لأول مرة في شمال أفريقيا، وذلك بحضور الممثل الإقليمي للأمين العام للأمم المتحدة، علما بأن مصر تستضيف الدورة كأول دولة في منطقة شمال أفريقيا

من جانبه أكد المتحدث باسم وزارة الخارجية المصرية السفير بدر عبد العاطي أهمية زيارة وزير الخارجية السعودية عادل الجبير الحالية لمصر واستقبال السيسي له، بقوله إن المباحثات ستتطرق للملفات التي تهم البلدين وفي مقدمتها الوضع في اليمن في ضوء التحالف القائم بين مصر والسعودية على كافة الأصعدة، حسب قوله

Moscow accuses American warship of ‘acting aggressively’

Russia has scrambled military jets in response to an American navy destroyer which, it has been reported in Russian media, was acting “aggressively” in the Black Sea.

The Russian defence minister, speaking at a security summit in Singapore, said US missile ships operating near Moscow’s territorial waters “pose a danger to strategic stability” between the two countries.

State news service RIA Novosti quoted a military source as saying the USS Ross was sighted heading straight for Russian waters after leaving the Romanian port of Costanta on Saturday.

“The crew of the ship acted provocatively and aggressively, which concerned the operators of monitoring stations and ships of the Black Sea Fleet,” RIA reported.

“Scrambled Su-24 attack aircraft demonstrated a readiness to forcibly prevent border violations and defend the interests of the country,” the source was quoted as saying.

In a statement, the Pentagon’s spokeswoman Eileen Lainez confirmed the incident but said that the USS Ross had been “well within international waters at all times, performing routine operations”.

“The US Navy operates routinely in the Black Sea, in accordance with international law,” Lainez said, adding that the ship’s deployment to the region had been publicly announced.

Sputnik News, Russia’s state service for international news, quoted a military source as suggesting the US ship had turned away following the incident, and boasting: “It seems that the Americans did not forget the April 2014 incident when one Su-24 actually shut down all equipment on the new USS Donald Cook American destroyer with anti-missile system elements.”

The clash is the latest example of military encounters between Russia and Western militaries, as tensions continue over the Ukraine crisis.

Earlier in May, both Britain and Sweden said they had scrambled fighters to intercept Russian bombers near their territory. Last month, the US said it was filing a complaint to Russia over a its “sloppy” and unsafe interception of a US reconnaissance plane in international airspace over the Baltic Sea.
